From October 14th to 15th, the 9th meeting of the IEEE 1901.3 Dual-Mode Communication International Standard, i.e., the High-Speed Dual-Mode Standard and Product Release Conference, was successfully held in Tashkent, Uzbekistan. The event was led by the China Electric Power Research Institute (CEPRI) under the State Grid Corporation of China and co-organized by Holley Technology and Hisilicon. More than 70 experts and representatives attended the meeting, including IEEE 1901.3 Working Group Chairman Mr. Oleg, and representatives from State Grid Corporation, Hisilicon, Beijing Zhixin, and Holley Technology, discussing the industrialization and implementation of the standard and witnessing the demonstration of dual-mode products and the first international POC experiment.
Mr. Zhong Xiangang, Chairman of Holley Technology, delivered a welcome speech as a co-organizer, warmly welcoming experts from around the world. He stated that as a leading global power metering company with 55 years of experience, Holley Technology firmly believes that 'standards lead industries' and has been deeply involved in the entire development process of the IEEE 1901.3 standard. Holding the meeting in Tashkent aims to leverage the company's deep experience in the Uzbekistan and global markets, promoting the advanced standard from technical text to global application and providing a 'Chinese solution' to the 'last mile (all Low voltage area)' communication issue.
The meeting focused on the globalization and diverse application scenarios of dual-mode communication technology. Experts discussed its outstanding performance in real-time data collection of smart meters, remote device control, distribution network automation, among others. Its high speed, high reliability, and wide coverage characteristics offer better solutions for smart grid construction worldwide. Participants unanimously agreed that dual-mode communication technology is the key approach to addressing complex environments and improving communication success rates.
The IEEE 1901.3 Dual-Mode Communication International Standard was led by CEPRI and Hisilicon, with active participation from companies like Zhixin and Holley Technology. Since the PAR approval in 2023, the working group was formed and standard meetings convened. To date, the working group has held nine official meetings, with membership expanding to 45 units (including 7 overseas), forming a complete industrial chain collaboration with a gradually maturing ecosystem. In October 2024, the draft standard was unanimously approved at the fifth meeting in Milan, and it has successfully completed IEEE SA voting, RevCom review, and final SASB approval, now officially released.
The release of IEEE 1901.3 represents a breakthrough in core technology. The standard adopts an HPLC and HRF dual-mode communication architecture, supporting dynamic switching between power line and wireless communication links under a single network, with data transmission rates of up to 2 Mbps. Additionally, its application scenarios have expanded, expected to play a key role in smart grids, photovoltaic storage and charging for new energy, vehicle-to-grid (V2G) integration, smart homes, and other critical areas, especially meeting the global new energy transition demand for device networking.
In the future, Holley Technology will continue to collaborate with CEPRI and industry partners, actively participating in the work of the 'Standard Testing' and 'Application Promotion' subcommittees,Accelerate the promotion of product consistency certification and international application, further deepen the layout in strategic markets such as Uzbekistan, help upgrade global energy infrastructure to be efficient, interconnected, and intelligent, and contribute to the global expansion of Chinese communication technology.
